In Move Mode (forward arrow) Hold LEFT mouse button inside the viewport to move, RIGHT to wait.

In Shoot Mode (crosshairs) click LEFT mouse button to shoot. Hold RIGHT to wait.

Keyboard, S or F selects Shoot Mode, D or M selects Move Mode. Numpad also moves in cardinal compass directions.

Space toggles between move and shoot modes.
